Two things. One, it gives a method to know when a node is overloaded and when it clears the condition. The second, is evidence from my own node that it's not working. I'm running 6235.
Well, really given that the vast majority of nodes in the network aren't recent NGR builds, this really says nothing about current unstables load-balancing. We can't really assess current unstable's load balancing abilities when the network is full of older nodes, and certainly shouldn't implement changes on that basis.
