OK, NGrouting SHOULD decide whether or not to route to a node. However **IF** 
it is not reacting fast enough to a changing network, maybe it needs more 
information. For example we could make a message that says "my load is 
currently XXX%" and report this back with the QR or perhaps even attached to 
a QA. 

There are security issues here, however it would give the querying node a lot 
better since of how likely a reject is, as opposed to a mere success of 
failure.
