There is no reason for it all to be cached on a single store. Which seems to be what you are suggesting. But the Windoze installer defaults to 10% of available disk space, and unix users will probably generally set a larger store than the default.
Are you sure that's true about the Windoze installer? I have 6GB free on a 80GB hard drive and when I delete the freenet.ini and launch freenet.jar with --config, I get it defaulting to 256M. Seems like it should have defaulted to 600M. When I installed freenet months ago, it defaulted to 256M as well.
