I wasn't able to bootstrap in 2 hours. Deploying it is.

I'm still not sure on this.

The OOM handlers are removed in next. I grep'd my logs for the strings
they log going back to Friday and found no occurrences. gzip complains
some of the log archives are invalid, which I'm not sure what to make
of. My system is not under heavy memory pressure, but I'm not sure the
handlers are useful either.
