The best way to achieve that is to ensure that the code-review process is as streamlined and painless as possible, which is why I've proposed a process that I know to be streamlined and painless because I've used it myself (as have many others). It is very clear that the current process is neither streamlined nor is it painless, so change is clearly necessary.
