We change the URI format whenever we find something so fundamental to the
key that it needs to be in the key, yes. All the changes I've proposed are
backwards compatible except for eliminating MSKs. We already break the
network every major release. We don't do it because we don't care. We do
it because sometimes you need to add fundamental things (authenticated,
encryption).
