I apologize if my tone was not constructive. It seems like this might be very easy to fix. I looked at it for ten minutes a while ago and didn't immediately see how. I was hoping you might do the same. This should eventually be fixed because it keeps KSK insertion of small files from working reliably in fproxy. Relying on personal memory and list archives doesn't work that well. You can't expect potential new developers to read a gigabyte of mailing list archives to know what the open issues in the codebase are.
