True, this layout won't fit in 1024.

a) We even have 3 navigation features, view panels (navigation
panels), edit panels (contextual panels) and horizontal tabs.
b) I don't think so.
c) I personaly don't like the fact that we are using panels for
wiki-level navigation (view) and intra-document navigation (edit) but
it's just my POV. Contextual panels are currently used for
intra-document navigation (the only exception is the class switcher
that some users find confusing), view panels for wiki navigation, I
think it's important to differentiate the navigation between the admin
sections.

We could imagine a dropdown to navigate from section to section in the
proposal 2.

Talking about consistency I don't like the fact that the panel wizard
is different from the others sections.
We can imagine other sections that would need some interactions with
the view mode as well.
