I think the header can be skinned to be more visible, it's also
supposed to contain the icon of the current section.

I haven't thought about L10N which is indeed an important point. About
consistency, again, having the panel wizard in a special section looks
disturbing to me.

+1, with idealy an automatic switch developed in RC.
