I really really don't like this (I'm -1 for now on a twitter account like defined above). First it's hard to share the credentials with all committers, second we should not increase the number of channels we use since we'll just neglect them. We need to use more our existing channels: blogs, mailing lists. I'd much prefer an announcement mailing list and then if someone wants to do it, you could automate a twitter account to take info from that mailing list and publish it on twitter.
