FYI, I created an issued for this change at
http://jira.xwiki.org/jira/browse/XE-922 and I'm starting to prepare the
commit (I implemented it in my local instance).

I read again yday Cati's comments, and I think I understand them now. As
I wrote in the issue description, basically the change, for the end
user, is only a slight visual change of the position of the welcome
message, with great benefits on the editing side. So I will go on with
this change...
Advanced users should still be able to edit the page as "just content",
by choosing Edit -> Wysiwyg, and for simple users, from the input I
have, it's of greater value to be able to easily edit as gadgets than as
"just content".
