I have created a dedicated section for this step
http://dev.xwiki.org/xwiki/bin/view/ReleasePlans/ReleasePlanHelp#HGenerateCodeContributorslist
and move it outside of the #HAnnouncementMail step. Currently we will list
the contributors only in the Release Notes.

Since there is no current way now to automate getting the translators and
testers, the section focused on code contributors. Maybe in the future we
will add additional contributors if people are interested.

I've updated the ReleasePlanTemplate and thanks to Marius who updated the
ReleaseNoteTemplate.

8.2RC1 is the first release to list the contributors, check it out
