So if the icon is "watched" then clicking on it will toggle "don't watch". So you are actually removing that page from the list of watched pages (i.e. you add an exclude). It all depends on what's the initial state: (1) receive notifications from everywhere => then when you go to a page you can exclude it (2) no notifications => then when you go to a page you can include it So it depends what you understand by "no restrictions".
