To be sure, I don't really know what it does. Maybe is intended for developers, but if that is the case, it should not be Recommended. If this is not intended for Admins, than it certainly is not for users. Users with PR are a very special kind of users. So maybe we need to discuss the target for this app. Administration should contain admin related apps, while AppBar should contain normal user related apps.
