Do the tcpdump Ted reccomended:

tcpdump -e -x -s 1500 udp port 67

and also try:

tcpdump -e -x -s 1500 udp port 69

That one will capture TFTP transactions.

Also try moving the 'filename' or 'boot-filename' statement into the
host statements for debugging purposes.  Maybe Ted can explain why it
may or may not be working from the group statement.
