You unfortunately seem to have deleted the version number and
copyright message from your executable, so I can't tell what version
you're running. Please do not ship ISC software with copyright
messages and version numbers deleted.
My guess is that you're running pl6, which is out of date - if so,
please upgrade to pl27 and try again, because there's a known problem
with DHCP relaying in pl6.
Also, you don't need to (and should not) specify the port number on
the command line. That switch is for debugging purposes only.
