Is it possible that the FCC is beginning to
recognize that the ARRL is doing a poor job
of listening to all of its members? (One
example is their blind obsession with WinLink
and other proprietary and high-priced technologies.
These conflict with the tradition of Ham radio
to seek "open" technologies.)

Perhaps it is obvious to the FCC that the ARRL
does not have good *open* membership feedback
methods?

Perhaps they have also observed how many Hams
choose to not be ARRL members? (I am a member)

Perhaps the FCC has observed that the ARRL has
no good and *open* means to allow non-member
input?

Perhaps the Section CW net action was a warning
shot to the ARRL from a bureaucracy tired of being
harrassed about BPL QRM? (Not that such harassment
is not justified, just that bureaucrats hate any
external input.)

Perhaps the relationship between the FCC and Ham
radio is broken and needs to be fixed?

Just wondering ...
