While working on a localized release of the User Guides I made first
in English to be read within HelpViewer (i.e.: 'AGNoStep User Guide',
'GWorkspace User Guide') I noted this issue: despite .xlp files are
known as xml format, UTF-8 characters are badly rendered.

See the Debian patch [1] to the helpviewer.app package. Perhaps there
is a better way, though, and that's one of the reasons why I haven't
sent it to Riccardo yet.

Thank you: it is working. Well, a little heavy to apply while modifying a whole User Guide, but it really solved all my encoding issues.

2) What the Bookshelf button is expected to do? Opening a FileViewer
window in some place? How to set the path, while the 'preferences'
menu item is grayed? Is there a canonical place I should use to put
into .help files?

It's not implemented yet; I think it's supposed to show a list of all
manuals installed (akin to info's dir file).
