This presumes that all TLDs will be shared like com/net/org. I don't
think that would necessarily be the case, and nothing from ICANN
indicates that. I also don't think it would be wise to force all
registries to be shared like com/net/org are.

The $50,000 non-refundable application fee (which doesn't guarantee
anything all) is for prospective registries. Right now there is
nothing to indicate whether or not these TLDs will have to be shared
or not.
But that fee has nothing to do with the registrars.
