The email should go to the current Admin contact for that domain name - if
the system cannot parse the Admin contact the information has to be
grabbed manually (this accounts for about 3% of our transfers).  This may
take upto 24 hours for an Admin staff member to get to that part of the
queue.

If the admin contact didn't get an email after several days, chances are
the mail system on the receiving end was down at the time of transfer or
the email address no longer exists.

If things are correct, you typically have to wait until the transfer
expires and try again.
