The answer there is no.  The RSP cannot block it and the RSP is not
notified.  In fact, there appears to be a bug in the OpenSRS system that
leaves the domain listed in the active domains and you can still log in and
manage it (via manage.cgi) even though changes via manage.cgi will have no
effect since the domain is now maintained at a different registrar.
