What action is planned for the case when the renewal notice sent to the
Billing contact is returned as "undeliverable?" It is recommended that in
this event, an e-mail be sent to the Owner and Admin contacts informing them
that the Billing e-mail address is invalid and include the original renewal
notice for their follow-up action. Optionally, this e-mail could contain
information stressing the importance of maintaining accurate contact info
and point them to a FAQ on the subject.

This "final e-mail message" must also be sent to the Owner contact e-mail,
if different from the Admin and Billing contacts. OpenSRS has defined the
Owner contact as the true owner of the domain service with the Admin and
Billing contacts as delegated agents working on behalf of the owner.
Therefore, it is very important that the true owner be notified of the
impending loss of the domain name.
The spec indicates that this final e-mail message will "...refer them to
their RSP for renewal. RSPs will be allowed to manually stop this message
from going out on a 'per name' basis."
I would suggest adding the following features in the RWI to support this
paragraph:
-- The URL specified in the "final e-mail message" will be configurable by
the RSP.
-- Provide a view that displays the domain names that are scheduled for
"final e-mail" distribution. This display will provide an option for
canceling the sending of this e-mail notice.
