What's there to dispute? Third level domains block upwards (and downwards)
as part of the specification, if you want foobar.ca and somebody else
has foobar.on.ca they have dibs regardless of who got their app in first.
(If there is more than one 3rd level domain, nobody gets it)
Given that under the old regime a lot of people got stuck with 3rd level
names that really should have deserved a 2nd, this makes perfect sense.
