Depends what you want it for, depends on the RaQ, depends on the host,
depends on the price. Assuming you're happy with the host and the price, it
just depends on the requirements and the which RaQ it is.
If it's a RaQ2, I wouldn't bother, they're not very good - MIPS processor and
fairly buggy. RaQ4's are the best - they use a modified RedHat OS and an
Intel-compatible processor, so you can pretty much put what you want on it
(although you have to be careful with stuff that might interfere with the
Cobalt-installed apps). Unfortunately, the availability on RaQ4's isn't the
best at the moment, so you'll probably be stuck with a RaQ3, but they're not
too bad.
As to requirements, the RaQ is an excellent machine if you're going to be
reselling hosting - it's what it was built for - but it's not the best
machine for developing stuff on. So if you're going to be offering your
clients hosting services too - and you want natty interfaces for it - it
might be a good idea. If it's just for your own sites and webapps, go with a
straight Linux box.
If you want something buggy, insecure and expensive, and you need uptimes of
12 hours or less, go with an NT box...
