What procedures do you have in place to keep unhappy RSP's from delaying
transfers by not giving their authorization?

Why should a domain name owner need the authorization of anyone to transfer a
name?  If an RSP has not been paid for a domain name registration, why not
set up a way for the RSP to flag that particular domain name?  Sounds like
you've made it more difficult to transfer a domain name from RSP to RSP than
to transfer to another registrar.

If a domain name owner has problems getting an RSP-to-RSP transfer performed
quickly, won't they be better served (both price-wise and time-wise) to make
the transfer using a registrar other than TuCows and OpenSRS?
