I think the process should be identical, RSP to RSP or registrar to
registrar. The client shouldn't be able to tell the difference. Why is this
so difficult to implement? It's obviously already in place to x-fer in from
another registrar and already in place to x-fer out to another registrar.
Just make the x-fer out code interface with the x-fer in code and you have
an RSP to RSP x-fer.
