I did my best to answer as much of the question as I could - this is a
discussion list, and I am not capable of always providing the definitive
(and complete) answer...

FWIW - I've had no experience transfering domains from Register.com, so I
could not comment on that portion of Dave's question - so I remained away
from it.  From what I remember from the archives (and searching them is
much more authoritative than relying on my memory), Register.com forces
you to go through an additional approval process (which it appears as if
Dave had - ICANN policy notwithstanding)....  that's all I can really say
about that :)

I did, for the record, answer Dave's first question, and provide
additional information:
