Just a final point :)  Our system verifies transfers twice daily - so a
transfer can complete at, say 6pm, and not be in our system until the next
morning when the script runs (twice daily, at <I believe> 4a/p EDT)...

As for ICANN policy - the mandate is on the 'gaining' Registrar to be able
to provide reasonable proof that a transfer transaction has been
authorized by pertinent parties.  We do that, and I think quite well
(thank you very much *grin*)...

OTOH (and an AFAIK in here too...) - there is no policy AGAINST the
'losing' Registrar from placing their own Administrivia into the process,
however <immoral> it may seem.  Registrars cannot block transfers unless
certain criteria are met, admittedly there could be some legal
interpretation on some of said criteria (but I digress...)...

Some legal-whiz can pour over the contracts (et cetera) if they wish to
shed 'official' light on this point...
