Regardless of what ICANN regulations may or may not say, register.com does
block transfers unless you satisfy their own peculiar requirements.  In my
experience transfers from register.com tend to be quicker than from Netsol,
probably because they either approve or deny the transfer instead of just
allowing it to time out.  But to get their approval, you have to satisfy
them that the transfer is legit.

Each time I have done a transfer from register.com, I have received several
emails from [EMAIL PROTECTED], one of which has a subject line "transfer
of DOMAIN.COM".  This one has a URL link to a web page and instructions for
entering "I confirm the transfer of registrar for DOMAIN.COM" within 48
hours.  Each time I have done this, the transfer has gone smoothly.  Maybe I
have been lucky.
