Canadian zone files

Hello,

I remember reading something about getting zone files for U$10K, and someone
was proposing to coop on this. Is anyone already doing this ? Can *anyone* get
these files for the price, or it's only for ICAN registrars ? I am interested
in .COM registrants with Canadian adresses.
