Being a UK / Euro based RSP, I am particularly interested in gTLDs
registered by UK and European residents, a mailing campaign in the USA is
not really going to do anything for me, but I would do a mailshot in the UK
/ Europe. I would certainly contribute to the consortium if I could acquire
the Euro end of the DB.
Problem is then parsing through it for Euro addresses if they give us a huge
.txt file :O)

My thoughts exactly. Divide the database based upon the amount people pay
in. People in the database only get hit by one OpenSRS RSP and there is no
competition between RSPs. Not to mention that Im sure there is enough data
to go around even for someone only putting in a small amount. I think that
right now the most important thing to think about is what legal issues there
are that could keep this from happening. That should be examined closely.
