Don't count on it. Some registrars block them the day of the
registration, and others don't. Some are hit and miss (NSI for
instance).
My advice is to NEVER wait until a domain is less than a month away
from expiration. If the domain is two weeks away from expiration, and
you still haven't transferred it, you're rolling the dice.
While the odds are in your favor still at 2 weeks, all it takes is one
mistake, and you have to wait 2 weeks nearly to resubmit the transfer,
and hope that the registrar doesn't take action to block transfers
after the day of expiration.
