Maybe we will just have to wait for OSRS to explain the definitions of
register and purchase to us. :)
I thought the issue at hand was whether the reseller had qualified for the
Web cert rebate.
It is my understanding that registering a domain is what you do when you
consume credits and that purchasing is what you do when you pay OSRS money
to buy credits.
I can purchase 10,000 domains and register none in a month. Or, I can
register 10,000 domains and have purchased none in the same month.

Purchasing is what you are doing when you are registering.
Any in any event, if you had read what was written, you would have
seen that the issue was that OpenSRS's reports showed 2 of the domains
to have been registered in April, when the domain record/whois record
clearly show they were registered in March.
THAT is the issue at hand.
