Actually, considering the date the promotion began was on the 26th of the
month - I was wondering if the more generic definition of 'month' was meant.
i.e., did the reseller purchase 10 domains (or domain years) in the 30 days
prior to the purchase of the Cert.
That is a distinctly possible reading of the offer considering the start
date of the promotion.
But then again maybe I'm biased. I've just started and only sold eight at
the end of March but have plenty to make ten total but not ten for April
yet!

I thought the issue at hand was whether the reseller had qualified for the
Web cert rebate.
It is my understanding that registering a domain is what you do when you
consume credits and that purchasing is what you do when you pay OSRS money
to buy credits.
I can purchase 10,000 domains and register none in a month. Or, I can
register 10,000 domains and have purchased none in the same month.

Purchasing is what you are doing when you are registering.
Any in any event, if you had read what was written, you would have
seen that the issue was that OpenSRS's reports showed 2 of the domains
to have been registered in April, when the domain record/whois record
clearly show they were registered in March.
THAT is the issue at hand.
