I've never been a fan of strict construction in legal interpretation. I
rather prefer looking at the substance and goal of the clause in question.
In this case... the goal of the program is to get our resellers to turn on
the fuctionality, try out the process and for Tucows to become the cert
supplier of choice.
We set up the minimum standard of 10 domain name registrations to prevent
nefarious individuals from opening up accounts just to take advantage of the
free certificate. Basically,we only want this offer available to active
resellers.
So....as more concisely put by Elliot..
