It's simple to track.  Put seeded information in, different for each company
that the whois database is released to.  This way, if
[EMAIL PROTECTED] receives spam, you know that the address was
only released to company x-y-z and nobody else.

Of course, depending on the format the information is in, this may be
difficult to implement.

At a minimum though, you could put some bogus contact info into ALL whois
bulk sales, so that you can tell whether or not it's being abused, as ammo
in the fight against ICANN to default to opt-in practices.

Just a thought.
