Oh, of course... and just to clarify my earlier suggestion of paying
the holding fee on the first ticket for a domain - I was speaking on
a per order (or possibly RSP) basis. So, if RSP-A buys 10 tickets
for xyz.biz, they pay $10 "holding fee" for first ticket. If RSP-B
also buys 10 tickets for xyz.biz, they also pay a holding fee on
first ticket... otherwise, we would run into the problems you
outlined.
I understand there are also implementation issues to consider, which
is why I offered the other suggestion of an additional ticket levy
(see my earlier email about that one).

I believe you will - that is not really a concern. The concern is,
that we simply don't have the cash to pay up-front for all of the
domains.... and however you look at it, if one customer is buying
10 tickets for one domain, there is no justification in charging
the holding fee for each ticket.
