I recommend that everyone read the upgrade guide at:

It contains information on all of this.

Currently, it is still not possible to change the body of:

a) Registrar Transfer Approval messages
b) Losing Transfer Approval messages.

...because we need to safeguard the message content. However, language
issues are important, and as you may have seen, a lot of attention has been
paid to translating OpenSRS recently. I'll look into other language versions
of the transfer messages to see whether it's an option or not (it should
be). After that, it's probably just a flag in the RWI and you'd be on your
way.
