Hi Dave,

You are correct, I believe in suggesting that the phone is more secure,
but it presents another couple problems.  First would be the cost issue --
it would then cost the registrar the employee time to call up the person
in question, get bounced around between a couple people, spend time on
hold, then actually talk to the person.  In the case that the admin
contact is a higher-up person in the organization, it may take several
calls to get through to them.  In addition, they're paying for the long
distance call, which may amount to several dollars per minute for overseas
calls.

Second, the existance of a particular phone conversation is notoriously
hard to prove in court, let alone what was said in that conversation.  It
is difficult to authenticate that the person you are talking to is
actually the person you need to talk to.  It is much easier to archive a
single piece of paper, which likely has a timestamp and source fax number
stamped at the top than the recording of a phone conversation.

Just a couple points to ponder.
