This is one of those situations that unique handles would have made
easier to solve.
Had the username handles been unique, then it would be an easy matter
for an ISP to give their username handle to the domain registrant to
put in as "tech contact."
Then when the ISP logs into that handle, there can be a link to "manage
domains which you are the specified tech contact for" and do the
things that the tech contact is authorized to do.
