Because you're a RESELLER not a REGISTRAR.

registrars have a much greater "set of rights and abilities" than you do.

I'm not saying I agree with it, but its the reality. If you "need" 
that featurel, you can apply to become a registrar yourself, as its 
basically the only way. :-/
