Hi Taco,

This is pretty extreme.  I know that I have on more than one occasion
accidentally input the wrong domain into the transfer field (I forgot to
change the TLD) so a transfer request was sent to the owner of, for
example, stampedecity.com instead of stampedecity.net which it should
have.

Now, this was an honest mistake, and potentially the one for
"willcall.com" that Loren was talking about is the same issue -- it was
submitted by someone other than the owner.

I do not believe that any action should be taken -- the admin contact is
the one to verify something like this and if the do, toob'd; if they
don't, great.  Incompetance is not an excuse.

To count the reseller as responsible for this is to tell NSI they're
responsible and liable for sending out invoices for domains that have been
transferred from them.  As much as I would like to see this practice stop,
there's nothing illegal or damaging to NSI's [already poor] name about
sending the bill -- there is if you refuse to provide the service, but
that's very different.
