Not in my experience.  In fact, I just renewed one this week
for one year that was originally a two-year registration.
You just go to www.networksolutions.com and click the
"Make Payments" button.  Specify the domain and you can
choose the term from a drop-down.

HOWEVER, I have found that if you follow the link that
Network Solutions provides in their email notices, then the
one year option is not presented to you.
