We kept the Premium Queue and the Regular Queue seperate:
Benevolent reason: we didn't want to change the rules of the game on the
regular queue midstream
Self-serving reason: Since the 'Premium' idea came after we were already
registering 'Regular' names it was only really feasible (from a time and
invemstment perspective) to keep the two Queues seperate.
This is also why we put money on hold for both submissions to the Regular
and Premium queues.
(seems Ricko beat me to the punch on this one -- you probably didn't need to
hear the same explanation again but i didn't want my handywork to go to
waste)
