It should be noted that the tech-c is able to get COMPLETE control of the
domain with domains registered with NSI. You can even "lock out" the admin-c
and still let the registrant be admin-c. The only occasion where/how the
admin-c can take control over the tech-c is when he wants to delete the
domain or if he sends an authorization fax for changing the tech-c to him
(and is willing to undertake all the hassle until NSI will eventually process
such requests).
