Versign's concerned about collecting their $6.  When the registrar submits
the $6 to them, then payment has been received to register the domain name.

As OpenSRS loves to point out, the RSP does not exist in ICANN's scheme of
life.  When the RSP pays OpenSRS the registration fee and OpenSRS submits
the fee to Verisign, then the payment has been secured as far as ICANN is
concerned.

It's risky publishing your url while stating you do not have domains
disabled for non-payment.

I'm not entirely certain about that.  From ICANN's point of view, my
client is the end user, not the RSP, right?  With that in mind, and not
having the exact text (Or the list archives) accessible from my laptop,
I'm not 100% sure but to me it sounds a lot like I technically should be
collecting payment up front.

But then, I'm willing to take the financial risk as well.  If one of my
clients doesn't pay me, I don't go asking for a refund, or even having
the domain disabled.  Most of the time, they've got free or almost free
hosting through me anyway, so it will cost them a hell of a lot more to
go
elsewhere.

Either way, IMO since I am willing to take the financial risk, I don't
feel that I am in violation, regardless of who the actual end user (That
should be submitting payment) is.

How about where a registrar registers domains in a domain speculation
attempt, and no actual customer is available to submit payment.  I assume
that the registrar themselves is then considered the registrant, and the
end user isn't considered the owner until a transfer has taken place?
