You are correct. The key message to take from the chart is this: resellers
may submit their pre-registrations up until September 17 at 6:00pm EST. If
they are submitted before this time, then Tucows will submit them into the
first Afilias queue. Anything received after 6:01pm on the 17th will be
submitted to the second Afilias queue. Again, if resellers submit to the
second queue prior to 6:00pm on Sept 24 then they will be processed in the
second queue. Anything submitted after 6:00pm will not be accepted -
users/resellers will have to wait until October 1 to register in real-time.
With regards to the de-duplication proceedures, when to get an accurate
balance owing, etc. We have left ourselves with a buffer zone to do all of
these processes. Without cutting it too close to the wire, your best bet is
to ensure you have the necessary funds in your account before day end of
business (EST) September 17.
Only the pre-regs covered by your account balance are entered into the pool.
If you are doing some forecasting and have an idea of what portion of your
names have already been registered in Sunrise, or what will be eliminated in
the de-duplication that is run, then you can take a chance and put less
money in your account. However if your estimates are incorrect than you run
the risk of not even having them submitted.
I would highly reccommend that you ensure sufficient funds for ALL
pre-registrations. The upside is that we will be emailing all resellers a
list of successful and unsuccesful domains that were submitted in Landrush.
This will happen shortly after September 22 when the WHOIS is officially
published. This way your money isn't on hold for any period of significant
length.
