Interestingly, it appears that domains that had multiple tickets put in by the same person are also on hold. For example, my submissions include about a dozen names entered that are statistically unlikely to have been requested by anyone else. In each case, if the client put in one ticket, it's working; if the client put in two or more tickets, it's not.
