Interestingly, it appears that domains that had multiple tickets put in 
by the same person are also on hold.

For example, my submissions include about a dozen names entered that are 
statistically unlikely to have been requested by anyone else. In each 
case, if the client put in one ticket, it's working; if the client put in 
two or more tickets, it's not.

Assuming other people are seeing the same thing and it's not just an 
unlikely coincidence, I would hope .biz will get a little smarter about 
determining what constitutes a disputed, multiple-request registration.
