Yeah, I'm confused alright... All my info has come from various
websites, including ICANNwatch.com. Be nice for more info from
Tucows.

That's my assumption... with one qualification. Replace "more than
one person" with "more than one ticket". So, if only one person
applied, but purchased multiple 'tickets' then it seems they're on
hold as well.
