I'm seeing similar results.

The court order does not affect Category I (one application) and Category 
IIA (one applicant with multiple tickets.)

Seems though that applicants that a) submitted separate applications 
(rather than all tickets on one app.) or b) also purchased IP Claim are on 
hold.
